THE IMPLEMENTATION OF STRATEGY OF GOVERNMENT NATIONAL POLICY IN THE FAR EAST: CONFLICT ASPECT (BASED ON THE STUDY OF KHABAROVK KRAI)

Annotation

The article discusses the conflict aspect of realization of the strategy of government national policy at the regional level taking in-to account the specifics of Russia's Far East. The authors analyze the conditions for socio-economic development which may stimulate the potential for conflict of ethnic migration. The specified problems are investigated from the perspective of social tension caused by the increasing pressure of the ethno-migratory processes. The article discusses the positive examples of preventive activities in the sphere of ethnic relations observed during the case study of Khabarovsk Krai. It is concluded that the most important condition for the effectiveness of ethnoconflictogenic monitoring at the regional level is the inclusion of expert communities into management structures on the national policy level. Priority areas of expertise as regards decisions and programmes of the regional government authorities in the sphere of national policy in terms of their conflictogenity have been defined.
