The article discusses the management system of Chinese Eastern Railway typical of the period of Russian concession. The author discusses the flexibility of road management system, which used to incorporate the principles of centralization and decentralization, collegiality and unity of command. Management system was adapted to the particular conditions of the exploitation of the Russian railway, which was passing through foreign territory; this had no counterparts in Russia. The study has been performed on the basis of legal acts and international agreements.
