DYNAMICS OF CHANGE OF THE ATTITUDE OF THE POPULATION TOWARDS THE HEALTH-CARE SYSTEM (BASED ON THE EXAMPLE OF THE KHABAROVSK KRAY)

Annotation

The paper provides analysis of sociological research aimed at revelation of the changes in the attitude of the population towards the health-care system and the factors determining these changes.

The Russian health-care system and its reformation and modernization are based on the readiness of the population to accept the changes taking place, i.e. to internalize. It is important to know the attitude of different population groups towards the existing and changing health-care system.

The model of Aday L.A., Andersen R. was chosen as an approach. This model was employed as an analytical system and allowed us to assess the condition of the health-care system in accordance with two groups of parameters: characteristics of the health-care system and characteristics of consumers of health-care services.

Parameters of the health-care system were evaluated on the basis of repeated analysis of report documents provided by the health-care institutions and expert evaluation.

Characteristic of the health-care services consumers included as follows: consumer predisposition factors which determine their willingness and readiness to interact with the health-care system (demographic, socio-structural, system of conceptions and being informed about health and the capabilities of the health-care system); conditions that make possible resort to health-care services for a consumer. These capabilities are presented by individual and public resources that ensure access to the health-care system. Individual capabilities of access to the health-care system are determined by availability of insurance policies and capability of paying for medical services from one's own resources. Public resources were assessed through the provision of a residential area with medical infrastructure. The group of factors connected with the use of health-care services is measured by variables that characterize the consumer's perception and awareness of the need for medical assistance. Parameters that reflect perception of a man usually include the state of health being realized by a man, attitude towards health and the level of concern for health.
