Annotation

The paper considers the negotiations between the governments of Japan and Russia on the assignment of a Russian diplomatic representative to Seoul. The author analyses the post-war measures of Japan aimed at establishment of control over the foreign policy of Korea. Special attention is paid to the position of the tsarist government, which came out against issuing consulate permission by the Ministry of Foreign Affairs of Japan. Chronological frameworks of the research cover September 1905 to May 1906.
