The influence of the English model of local self-government on the Russian liberal thought is considered in this article. The impact of the English self-government on the formation of the "Zemstvo" (country councils system) and the administration reform in Russia is revealed. Special attention is paid to the connection between B.N. Chicherin political concept and the English political tradition. At the same time the author shows the differences in the formation of local self-government systems in England and Russia.
