The history of introduction, formation and functioning of the concepts "social order" and "state order" are regarded in the paper. The focus of attention is made on the usage of these terms in the sphere of education for establishing the goals of teaching. The type of connection is established both between these concepts and between the model and the standard of the specialist which determine the content of education. The state educational standards which are in the basis of modern state educational policy are analyzed from this point of view. The system of restrictions imposed on the state standards as the subjects of the state demand in education is also regarded.
